Jim Bernazzani
Deputy Director Law Enforcement

Special Agent Bernazzani’s career in the FBI has centred on leading efforts to identify, penetrate and neutralise organised criminal groups, notably international terrorism organisations. He graduated from a Master’s Degree Program at Harvard University on June 7, 1984 and immediately reported for duty at the FBI Academy.
During January 1991, Special Agent Bernazzani was transferred to Washington D.C. where he worked extraterritorial cases involving terrorist actions taken against US citizens in Western Europe, Africa and the Middle East.
He was subsequently promoted to FBI Headquarters Counter-Terrorism Section where he was responsible for the development and maintenance of National strategies countering the international threat. Special Agent Bernazzani then worked in a number of counter terrorism related roles including his leading a Joint Terrorism Task Force in Houston, Texas and Chief of Iran/Hizballah Operations at FBIHQ.
On September 12, 2001, Special Agent Bernazzani was transferred to assist in countering any further actions taken against United States interests. During May 2002, he was promoted to Deputy Director for Law Enforcement, Counter-Terrorism Centre, Central Intelligence Agency.
Kevin P Donovan
Assistant Director in Charge

Mr Donovan entered duty with the FBI as a Special Agent in June 1978. He served at various posts and was promoted to FBI Headquarters in 1988 where he served as Supervisory Special Agent in the Interstate Theft Unit, Violence Crimes and Major Offenders Section, Criminal Investigative Division.
In December 1996, Mr Donovan was designated the Assistant Special Agent in Charge of the Administrative Division in the New York Field Office. Since then he has served as Special Agent in Charge of New York’s Organised Crime Branch and Associate Special Agent in Charge of the New York Criminal Division. He was promoted to Special Agent in Charge of the Special Operations Division, New York Office in January 2001, before being designated Special Agent in Charge of the Newark, New Jersey Field Office in April 2001.
On February 28, 2002, Mr Donovan was designated Assistant Director in Charge, New York Field Office, the position he currently holds.
Lt Col James L Vance (Ret)
Instructor, FBI Academy
Adjunct Faculty: University of Virginia and
University of Richmond
Currently an instructor of graduates studies in media relations and communications at the FBI Academy in Quantico, Virginia and an adjunct faculty member of both the University of Virginia and the University of Richmond. James L (Jim) Vance’s career in public information and organisational communications spans nearly three decades.
Prior to assuming his current position with the FBI in November 1992, Jim retired from the Marine Corps following 21 years active duty, 16 years of which were spend in the public affairs arena. His last assignment was as the head of the Media Branch at Headquarters, Marine Corps in Washington DC where he was Corp’s chief spokesman and media strategist.
In the weeks following the September 11th terrorist attacks, Jim was a personal communications advisor to the newly appointed Director of the FBI, Robert Mueller. In addition, he was an advisor to the joint task force on the sniper shootings of late 2002 in the Washington D.C. area.
Patrick A. Patterson
Acting Assistant Director
Training Division FBI
Patrick A. Patterson has been with the FBI for almost 20 years, and has served in various FBI field divisions including Buffalo; New York; Pittsburgh; Pennsylvania; Baltimore; Maryland; and Los Angeles, California. Mr Patterson served in two supervisory positions at FBI Headquarters including the International Cooperation Unit and the International Operations Section.
Mr Patterson is currently managing the Law Enforcement Programs Section at the FBI Academy. He currently supervises the Behavioural Science Unit, the Field and Police Training Unit, the Law Enforcement Communication Unit, the National Academy Unit, and the International Training and Assistance Unit at Quantico, Virginia.
Prior to his current assignment in the FBI’s Training division, he served as Assistant Special Agent in Charge of the FBI’s Los Angeles Field Division. During his assignment in the Los Angeles Division, Mr Patterson was detailed as the On-Scene Commander of FBI personnel who were deployed to Aden, Yemen, during the USS Cole bombing investigation.
Mr Patterson was appointed to the Senior Executive Service of the FBI in January, 2002, when he was designated the Section Chief of the Law Enforcement Programs Section at the FBI Academy.
Roderick Beverly
Assistant Director
International Operations
Mr Beverley commenced as an FBI Special Agent in December 1982 and has served in Charlotte Division, San Diego and Miami Divisions prior to being promoted to a Supervisory Special Agent position in the Organized Crime/Drug Section at FBI Headquarters in August 1988.
In September 1990, Mr. Beverly was transferred to the U.S. Embassy in Bogota, Colombia, as the Assistant Legal Attache’ where he spent two years working with the Colombian authorities in pursuing the leaders of the Colombian cocaine cartels.
In November 1993, he was transferred to the Atlanta Field Division, serving as the Field Supervisor responsible for directing the Division's Organized Crime/Drug program.
Mr. Beverly was designated Assistant Special Agent in Charge of the San Juan, Puerto Rico, Field Office in May 1996 and Special Agent in Charge of the San Antonio in April 1998.
Michael Keelty
Commissioner
Australian Federal Police
Mr Keelty was appointed Commissioner of the Australian Federal Police (AFP) on April 2, 2001. The AFP operates in each capital city of Australia with liaison officers in 25 countries around the world.
Mr Keetly's policing career began in 1974 with the ACT Police, which subsequently merged with the Commonwealth Police to become the Australian Federal Police in 1979. Mr Keelty has worked in a variety of fields, including community policing, national drug operations and intelligence. He has also undertaken a lengthy secondment to the National Crime Authority. He attained the rank of Assistant Commissioner in 1995 and Deputy Commissioner in December 2000.
In 1996, Mr Keelty received the Australian Police Medal. He holds a Master of Public Policy and Administration, a Graduate Certificate in Criminal Justice Education and is a graduate of the FBI National Academy.
As Commissioner of the AFP, Mr Keelty is the Chair of the Board of the Australian Crime Commission which replaced the National Crime Authority from 1 January 2003.
Graham AshtonAssistant Commissioner
Australian Federal Police
Assistant Commissioner Ashton of the Australian Federal Police (AFP) was Forward Commander during Operation Alliance in the aftermath of the Bali terrorist attack.
Mr Ashton is General Manager of Southern Operations and is responsible for all Australian Federal Police activities within Victoria, Tasmania and South Australia.
Assistant Commissioner Ashton was formerly Director Operations, Queensland. He has also spent two years as a Law Enforcement Liaison Officer in Jakarta, Indonesia.
Prior to promotion to General Manager, Mr Ashton worked in a variety of operational roles having been based in most Australian capital cities. He is a member of the Board of Management of the AFP Drug Strike Teams and the Board of Studies with the responsibility for the School of Investigations Management.

Foria Younis
FBI Special Agent
Foria Younis has been an FBI Special Agent for seven years, during which time she has worked criminal and National Security matters. Before joining the FBI, Special Agent Younis was a government prosecutor. Special Agent Younis has worked various international investigations, which include; the African Embassy bombings, the bombing of the USS Cole in Yemen, the kidnapping of journalist Daniel Pearl, and the September 11, 2001 suicide bombings in the United States.
Lou CaprinoFBI Special Agent
US Embassy Legal Attache’ to Australia, New Zealand and Pacific Islands
Lou Caprino is an FBI Agent of 25 years experience. He was first deployed to the New York FBI Headquarters, and was responsible for Drug and Organised Crime Investigations for ten years.
He was then moved to the FBI Headquarters for the next four years to provide evidence in the courts as an expert witness in Illegal Gambling and Racketeering. The next six years were spent in Gary, Indiana, in charge of Violent Crime Investigations and Civil Rights breaches.
In 1998, Mr Caprino was appointed the FBI Legal Attache’ for Australia, New Zealand and the South Pacific Islands at the United States Embassy in Canberra.
Special Agent Caprino is the Senior Asia Pacific Region FBI officer of all the Agents in the United States Regional Embassies situated in Bangkok, Canberra, Hong Kong, Manilla, Singapore and Tokyo.
In August 2003, Mr Caprino will complete his tour of duty in Australia.
Charles S. Prouty
Executive Assistant Director Law Enforcement Services
Charles S Prouty is Executive Assistant Director of Law Enforcement Services, has advised that he will be attending the conference and will be a guest speaker at the Gala Dinner. Charles Prouty is the second highest Executive in the FBI organisational structure reporting directly to Director Robert Mueller III.
Dennis M. Lormel
Chief, Financial Crimes Section, FBI Headquarters
Mr Lormel is a native of Staten Island, New York. He attended St. Peter’s College in Jersey City, New Jersey. Mr Lormel has served in the government sector for close to 30 years. He has been a Special Agent with the Federal Bureau of Investigation (FBI) for 27 years, with prior Service with the Internal Revenue Service.
Mr. Lormel has been assigned to field investigative responsibilities in the New York, Washington D.C. and Pittsburgh Divisions. In addition, he has served three tours of duty at FBI Headquarters in various capacities, including his current assignment as Chief of the Terrorist Financing Operations Section, Counter Terrorism Division.
Mr Lormel has amassed extensive major case experience as a street agent, supervisor and senior executive, particularly in complex, document and lour intensive White Collar Crime matters. His case assignments ranged from Libya Gate in the 1970s, Independent Counsel matters in the 1980s to the Bank of Credit and Commerce International and the Campaign Contributions Task Force in the 1990s.
In June 1997, Mr Lormel was designated the Assistant Special Agent in Charge of the Pittsburgh Division. While assigned to Pittsburgh, Mr Lormel directed numerous high profile investigations, including six separate child abductions/molestation matters and the resource intensive apprehension of two fugitives wanted for the ambush murders of two Detroit, Michigan Police Officers.
In December 2000, he was promoted to Chief, Financial Crimes Section, Criminal Investigative Division, FBI Headquarters, where he assumed program management responsibility for the FBI’s White Collar Crime Program. In that capacity, Mr Lormel implemented a series of noteworthy national investigative initiatives.
Immediately following the terrorist attacks of September 2001, Mr Lormel was given responsibility for establishing, coordinating and directing the FBI’s comprehensive terrorist financing initiative. He has implemented a variety of proactive and predictive investigative methodologies. Mr Lormel oversees the multi-agency, multi-disciplined Terrorist Financing Operations Section. This group has responsibility for tracking, investigating and disrupting terrorist-related financial activity.
Dr Grant Wardlaw
Dr Grant Wardlaw was appointed Executive Director of the Australian Bureau of Criminal Intelligence (ABCI), Australia's national criminal intelligence service, in February 2001. He has held senior executive positions in intelligence, research and policy organisations, including being the inaugural Director of the Commonwealth Government's Office of Strategic Crime Assessments (OSCA). Dr Wardlaw has published widely in the fields of terrorism and law enforcement intelligence and is the author of Political Terrorism: Theory, Tactics and Countermeasures (Cambridge University Press). In 1988 and 1991 Dr Wardlaw worked in Washington, DC, as a Distinguished Visiting Professor, Defence Intelligence College, Defence Intelligence Agency, specialising in terrorism, low intensity conflict and international drug trafficking.
Nicholas O’Brien
UK Counter Terrorism and Extremism Liaison Officer
Nick O'Brien represents all the UK police forces as the UK Counter Terrorism and Extremism Liaison Officer (CTELO) in Canberra. As well as having responsibility for Australasia he is also expected to assist police colleagues in SE Asia with any UK related enquires as appropriate. Nick took up his post at the beginning of March 2003 and has a five year tenure of office.
Prior to this posting Nick was the Detective Superintendent in charge of International Terrorist and Public Order Intelligence Operations at New Scotland Yard in London with a staff of some 120 detectives and 20 members of the civil staff. He also had responsibility for the National Terrorist Financial Investigations Unit (NTFIU) and International Liaison.
Nick represented the UK at the G8 Counter Terrorist Practitioners Meetings and was the author of the G8 paper on 'Best Practises in Dealing with Suicide Terrorism'. Nick has visited both Sri Lanka and Israel to study the phenomenon of suicide attacks.
Nick has also represented the UK at Europol and the European Police Working Group on Terrorism.
Nick first started working in the Counter Terrorist related area in 1981 and has worked on Irish as well as international terrorism.
Academically Nick has a Post-Graduate Diploma in Personnel Management and an MA in Human Resource Management.
Robert Flaim
FBI Special Agent
Robert Flaim entered the FBI as a Special Agent in 1997. He has been assigned to the Washington DC Field Office since then and has worked primarily counter-terrorism matters.
Special Agent Flaim has been a member of the Joint Terrorism Task Force where he handled domestic terrorism issues including bomb threats, threats to foreign embassies and Special Events projects. In 1999 Special Agent Flaim was assigned to the National Infrastructure Protection Centre (NIPC) Squad, and he investigate computer intrusion matters in both the criminal and national security areas. As the mission of the squad changed to cyber-terrorism, Special Agent Flaim lead the squad to several investigations of international cyber-terrorism and cyber-intelligence.
Special Agent Flaim has assisted the Australian Federal Police on several Australian cyber investigations. In additional, Special Agent Flaim ahs worked on the Anthrax, September 11 terrorist attacks and the African embassy bombings investigations.
Special Agent Flaim was an US Army Judge Advocate General Officer prior to joining the FBI.
John Fraga
FBI Special Agent
Special Agent Fraga works in a supervisory capacity in the FBI’s Weapons of Mass Destruction Unit. His area of expertise is in chemical, biological and radiological threats.
