Administration Division
Administration Division provides essential support to front line operations through the provision of supplying physical resources to its members as well as meeting community expectations with regards to the performance of aministrative duties and functions.
The Director, Administration Division overviews a number of Branches within the Division namely: Administration Branch, Fleet Management Branch, Freedom of Information & Privacy Unit, Logistics Branch, Property and Facilities Branch and Weapons Licensing Branch.
Administration Branch
Administration Branch is responsible for a diverse range of functions, including:
- Coordination of administrative functions within Police Headquarters.
- Production, publication and maintenance of electronic publications, such as the Administration Manual, Localities Index and Rewards Index.
- Development, publication and management of legislatively approved forms and administrative forms, both in electronic and hard copy format.
- Administration of QPS corporate travel, including:
- Providing a point of liaison between the Whole-of-Government Travel Management Unit and QPS;
- Ensuring that QPS complies with Whole-of-Government directives regarding travel.
- Design, development, implementation and support of effective and efficient Service-wide records management systems, including:
- Provision of strategic advice and consultancy on records management issues.
- Developing and maintaining recordkeeping and electronic document and records management system (eDRMS) training packages.
- Operational recordkeeping services for clients within PHQ.
Fleet Management Branch
Fleet Management Branch is responsible for the provision of strategies to support value-added services to ensure the Police fleet is effective, well utilised and environmentally sensitive. The fleet consists of 2255 vehicles, travels 80 million kilometres annually and is turned over on average bi annually.
The Branch develops specifications for police vehicles and equipment cognisant of their application and support of QPS operational activities. Vehicles are selected on their merits in regard to whole-of-life costs, physical size to accommodate equipment, ANCAP safety, GVG environmental rating and performance. The Branch manages the servicing and maintenance requirements of the State-wide fleet ensuring fleet units are safe to operate and readily available.
The Branch manages fleet development and replacement programs to optimise changeover criteria to balance the completing needs of funding, asset value, reliable and durable fleet units. The Alderley Police Complex includes in-house facilities to research and develop specialised police equipment and the installation of police equipment to vehicles. The complex prepares vehicles for resale at an appropriate level for best returns.
Freedom of Information and Privacy Unit
The Unit provides expert advice to all members of the Service on Freedom of Information and Privacy related matters
The Unit also services the needs of a number of external clients, including assistance to members of the community in making applications. The Unit provides submissions, legal opinion and advocacy to the Officer of the Information Commissioner; assistance to other government entities including participation in the Whole-of-Government FOI Co-ordinator’s Forum; and assistance to JAG (as lead agency) on Whole-of-Government policy development.
The proposed implementation of the new Right to Information (RTI) regime in 2009 has required an extensive commitment of resources whilst maintaining core business.
Logistics Branch
Logistics Branch provides a range of logistic support services to its clients. These services include procurement, contract management and procurement training and advice; inventory management; warehousing, sales and distribution; in-house printing; management of Police Service Firearms, other weapons and restricted items; logistics systems support and development, and uniform development. Logistic Branch also manages the Central Exhibit Facility accommodating exhibits which have been seized during the course of major police investigations.
Property and Facilities Branch
Property and Facilities Branch (PFB) consists of two key interlinked programs: Capital Works and Property Services, underpinned by Support Services. PFB manages the extensive and diverse property portfolio of the Queensland Police Service (QPS).
Its role is to deliver best practice principles, the accomplishment of maximum benefit from available funding and meeting service objectives with specific accountability for time, cost, building standards and quality.
The Capital Works Section manages and coordinates delivery of capital projects in accordance with government and QPS policies, liaising with the Department of Public Works (DPW) (Project Services and QBuild), external agencies and consultants for project and maintenance delivery.
The Property Services Section negotiates and manages QPS’s real estate property acquisitions and leases, Minor Works Program, Annual Maintenance Program, QPS assets, Indigenous Housing, office accommodation, fit outs, management of the annual maintenance and minor works programs and Native Title and Environmental issues.
Support Services Section provides financial management of the annual capital works and minor works programs, the branch operational budget, administration, training and human resource issues.
Weapons Licensing Branch
Weapons Licensing Branch administers and coordinates all aspects of weapons licensing and registration as required by the Weapons Act 1990 (the Act), Weapons Categories Regulation 1997 and Weapons Regulation 1996.
Functions include performance of the responsibilities, functions and duties of an Authorised Officer as required by the Act; performance of the delegated responsibilities from the Commissioner required under the Act; provision of accurate, current records of weapons licence and approval holders, and weapons registration details; and provision of an effective service to the community and the QPS related to safety of the public aimed at the prevention of the misuse of weapons. WLB staff also conducts security inspections of high risk premises with large volume of firearms and shooting ranges safety standards. The successful completion of these tasks requires liaison with numerous special interest groups including other Government Departments, the security industry and sports shooting organisations, and the anti-gun lobby.
Involved in this process is the licensing of weapons owners, registering all weapons through the Permit to Acquire process and Firearms Dealer’s transactions, and approving all shooting clubs, galleries and ranges. As of 23 February 2009 there were 153,986 licence/approval holders with 542,530 firearms/weapons registered to licence or approval holders.
