Brisbane Secure – The Brisbane CBD Emergency Plan
As part of the Brisbane Secure project, a week-long community awareness campaign will commence from tomorrow and will be held in various commuter points within the Brisbane Central Business District (CBD).
The developed Brisbane Secure emergency plan for the Brisbane CBD is assurance for the public that Emergency Services have the ability and preparedness to respond quickly to potential threats.
Prepared by Queensland Police in conjunction with State and local Government agencies, QR and St John Ambulance, Brisbane Secure sets out the structure for a multi-agency response in any crisis event to protect people living, working and visiting the Brisbane CBD.
The Commissioner of the Queensland Police Service, Mr Bob Atkinson said that the development of Brisbane Secure has continued to evolve in order to provide an ongoing, public education strategy in the event of a crisis or emergency incident.
“Brisbane Secure has involved significant community, business and inter-agency consultation. We looked at what is being done nationally and internationally to ensure that the best possible plans are in place.
“If an event should occur people may be asked initially to do one of four things:
If you are at risk, then evacuate immediately, or
- Take shelter-in-place and await further information, or
- Carry on with business as usual, or
- In the worst case scenario – a mass evacuation of the CBD may be necessary.
“Areas not affected by the event may be advised to carry on with their business as usual as they are in no danger or no longer in danger but if a mass evacuation does occur people will be directed to the activated emergency support sites that exist near the CBD where further support and information will be provided.
“Public awareness is an important part of the Plan for people who are regularly within the CBD. Consequently a week long community awareness campaign will be undertaken from 26-30 May to ensure that the community and stakeholders in the CBD are properly informed,” Mr Atkinson said.
The Brisbane Secure community information brochure will be distributed directly to the public and provides straightforward instructions for everyone including building managers, fire wardens and child care centre operators.
Distribution in the last week of May will take place in the following areas:
- 6am to 10am Mon 26 May at Roma Street Railway Station (including the new bus station)
- 6am to 10am Tue 27 May at Central Railway Station
- 6am to 10am Wed 28 May at CBD bus stops; and
- 6am to 10am Thu 29 May at 4 x Ferry/Citicat terminals in CBD
Public information seminars are also scheduled for 19 June and 2 July 2008 at Police headquarters where the public are invited to ask more in depth questions regarding the plan. Details on how to register are on the Brisbane Secure website under the news and events link.

Brisbane Secure – The Brisbane CBD Emergency Plan
Police have led the way in the development of a multi-agency crisis and consequence management response for the Brisbane Central Business District (CBD).
The Brisbane CBD Emergency Plan or Brisbane Secure sets out the framework to safeguard the public in an emergency situation in the CBD. It is a reassurance that Emergency Services have the ability and preparedness to respond to a major incident in the CBD.
The Commissioner of the Queensland Police Service, Mr Bob Atkinson said that the development of Brisbane Secure would not have been possible without the support of stakeholders and the steering committee that headed up the development of the Plan.
“A lot of exhaustive work has gone into the Plan and I would like to thank the steering committee responsible for the development of the Brisbane CBD Emergency Plan.
“Brisbane Secure is the culmination of 18 months work and is an important step in ensuring the safety of the Brisbane CBD community. It involved significant community, business and inter-agency consultation. We have looked at what is being done nationally and internationally to ensure that the best possible plans are in place. A highlight of this Plan is that it can evolve to meet the changing environment that we all live in.
“The community information brochure, which has been developed and is accessible through the web site, provides simple informative instructions for the community including building managers, fire wardens and child care centre operators.
“If an event should occur people may be asked initially to do one of four things, if they are at risk then evacuate immediately, take shelter-in-place and await further information, or in the worst case scenario - a mass evacuation of the CBD may be necessary. Areas not affected by the event may be advised to carry on with their business as usual as they are in no danger or no longer in danger.
“If a mass evacuation does occur people will be directed to the activated emergency support sites that exist near the CBD where further support and information will be provided.
“A key element of the Plan is the assistance provided by the media in conveying advice and directions issued by the Emergency Services.
“Public awareness is an important part of the Plan for people who are regularly within the CBD. A community awareness campaign will be undertaken to ensure that the public and stakeholders in the CBD are aware of the Plan.
“I would encourage you to take the time to visit the website for Brisbane Secure and become familiar with the information contained within the site including public awareness seminars which have been planned,” Mr Atkinson said.
The Brisbane Secure website will be activated at 1pm today and can be located at www.police.qld.gov.au/BrisbaneSecure
