General Information
What is a Minor’s licence?
Minor’s licences are issued to individuals from the ages of 11 to 17 inclusive. A minor’s licence may authorise the possession and use of category A, B or H weapons under supervision of a range officer at an approved range, or for a category A or B weapon for use in primary production on rural lands, or in some cases a category C weapon to use for clay target shooting or occupational purposes.
A minor’s licence may be issued only to authorise the licensee to:
- physically possess any category A, B or H weapon, to transport it to and from a range approved for that category of weapon, and to use it under the supervision of a range officer at that approved range; or
- to authorise the licensee to physically possess any category A or B weapon for use in primary production on rural land in the conduct of the licensee’s business or employment.
A minor CANNOT acquire a firearm on this licence. Section 23 and 23(1)A of the Weapons Regulations 1996 provide guidelines for acquisition of a minor’s licence.
Unlike adult licences, where a concealable firearms licence and a shooters licence are separate, issued minor’s licences will have both condition types on one licence, due to the limited nature of what the licence authorises. Once a minor turns 18 they will need to apply for appropriate adult licence/s, as the minor’s licence will no longer be valid. The Weapons Licensing Branch generally forwards correspondence advising minor’s licence holders to lodge new adult applications prior to the expiry date of the minor’s licence. It is important that you keep the Weapons Licensing Branch advised of your current address.
All minor’s licence applications, either new applications or renewals, must contain a letter from guardian or parent authorising the use of firearms. Contact details of the guardian or parent must be provided.
For the renewal of a minor’s Licence, the Weapons Licensing Branch will forward the necessary paperwork to you prior to the expiry of your minor’s licence. It is important that you keep Weapons Licensing Branch advised of your current address.
Applying for a Minor’s Licence

This will ensure all necessary information is provided in your application.
Club Purposes
- Club purposes (categories A and B) – provide proof of current Queensland club membership. Must complete an application for a licence and provide proof of club membership. Application must also include a letter from a parent or guardian authorising the use of firearms. Contact details of the parent or guardian must be clearly outlined in the letter.
- Club purposes to include category C – must provide proof of current club membership with a Queensland clay target shooting club due to a physical dexterity issue. A doctor’s certificate must be provided confirming the need for this category of firearm.
- Club purposes for category H – must fulfil all the requirements of an application for a concealable licence for club purposes for an adult.
Primary production
- Primary production on rural lands (categories A, B and C only) – For occupational purposes, in the conduct of their business or employment. A completed occupational rural purposes annexure must be completed and lodged with Form 1 – Application for a Licence. All sections of the annexure must be fully completed. This annexure must be signed and dated by the property owner within the 12 months preceding the lodgement of your application. For an employee on a rural property your employer must also provide details of your employment and your need to use firearms on the property. Your application must also include a letter from your parent/guardian.
