Explanatory notes
Eliminate: The aim of the 'Eliminate' strategy is to officers from high risk circumstances. The preferred option in this strategy is not to place officers into the situation at all by cancelling the proposed activity if possible. Officers in command should, wherever practicable, use alternative means of traffic enforcement in these circumstances such as mobile radar or speed camera. If it is not possible to cancel the activity, for instance traffic crash situations, then the use of detours, stopping all traffic and creating a safety zone for officers and other emergency services to work in should be considered, in that order of priority.
Separate: The aim of the 'Separate' strategy is to keep officers separated by time or distance form the hazards which make up the situation. The preferred option within this strategy is to create a safety zone by partially blocking the road with police vehicles (or other suitable emergency vehicles where appropriate), traffic cones an signs. The portion of the road which is blocked should be of a sufficient size to allow officers and intercepted motorists to remain in a safe position while still allowing traffic which is not being intercepted to continue. Appropriate lighting should also be used as part of creating a safety zone. A secondary option is to use enforcement bays and side streets as 'safe' areas for officers to work in.
Standard: The 'Standard' strategy is the use of Personal Protective Equipment and compliance with the safety procedures set out in Chapter 3: 'Interception by Police' of the Traffic Manual, particularly ss. 3.6.2: 'Intercepting officers' and 3.6.3: 'Interviewing officers'.
