9.1 Introduction
The Traffic Infringement Notice Management System (TINMS) was developed to improve the audit control of infringement notices. The TINMS reduces the period of time required for the administrative process of infringement notices by totally removing the need to keep any manual recording of information in any other register.
The TINMS provides an on-line query access of all infringement notice books held in stock at stations and establishments or on issue to individual officers from any computer terminal.
To assist in maintaining the accuracy of the TINMS audit process an Exception Report is forwarded to stations/establishments on a monthly basis. The requirement to action exception reports is found in the Traffic Infringement Notice Management System - User Manual (TINMS - User Manual)
The TINMS - User Manual outlines the administrative procedures for the stock control and issuing of infringement notice books using the TINMS. The TINMS - User Manual further outlines Service policies and procedures in relation to the TINMS.
PROCEDURE
Members should comply with the instructions, policies and procedures contained in the TINMS - User Manual.
The TINMS - User Manual is located on the State Traffic Support Branch webpage on the QPS Intranet (Bulletin Board).
Members should only be able to perform the functions associated with their user access in the TINMS. The available user roles and specific functions are outlined in the TINMS - User Manual.
All members should be aware that the TINMS - User Manual does not totally reproduce Service policy on the administration of infringement notices (see also Chapter 8: 'Infringement Notices and the SETON System' of this Manual).
The TINMS - User Manual does not generally refer to infringement notices issued by the Traffic Camera Office, State Traffic Support Branch, Operations Support Command. These offences are outlined on an 'Infringement Notice (Photographic Detection Device Offence)'.
