AMENDMENTS TO TRAFFIC MANUAL - ISSUE No. 17 December 2010

Attached is Amendment Issue No. 17 - December 2010, amendments to the Traffic Manual.

This document briefly outlines the inclusions of this amendment issue.

Introduction

Amendment required due to outdated policy sources being deleted and signature block updated.

Chapter 1

s. 1.6 - amendment required to replace reference to cancelled Commissioner's Circular 9/2006.

Chapter 2

s. 2.3.2 - new section to include the definition of 'Convoy'

Chapter 5

ss. 5.3.3, 5.16.1 - incorporation of Commissioner's Circular 4/2010.  New section 5.3.3

Chapter 6

s. 6.2 - amendment required to refer to the Transport Operations (Roade Use Management - Road Rules) Regualtion 2009

s. 6.3.4 - amdendment due to deleted reference to authorised instructor having to operate the relevant speed detection device in the last twelve months and replaced it with the requirement that the instructor be a current authorised operator of that device.  Reference to ADVANCE2 inserted.

s. 6.3.5 - amendment due to deleted reference to authorised operator having to hold a current authorisation as the exisiting policy requires the operator to successfully complete the course for the speed detection device as recorded on ADVANCE2

s. 6.5.1 - amendment due to deleted reference to Queensland Transport and replaced with the Department of Transport and Main Roads.

s. 6.5.5 - amendment due to requirement that field testing of the speed detection device occur at the start and end of shift.

s. 6.6.7 - amendment required to removal of reference to stationary objects causing invalid speed measurement and replaced with a reference that stationary objects may lead to incorrect target identification.

s. 6.9 - inserted reference to direct mobile operator's authorisation course when referring to the Decatur genesis ll Mobile Radar Operations Course

s. 6.9.1 - inserted reference requiring requiring exception report to be submitted to the OIC, STSB prior to the officer attending the course

s. 6.9.2 - amdendment due to the deleted reference to the Reassessment Mobile Radar Operators Course (QC0347)

s. 6.9.3 - inserted policy requiring reports forwarded to the regional education and training coordinator be retained and managed by the respective training office in accordance with the Records Retention and Disposal Handbook

s. 6.11 - minor amendment to improve readability regarding the issue of the estimation speed detection method

s. 6.13 - amendment due to deleted reference to the 'Office in Charge, State Traffic Support Branch' to 'the Commissioner of Police'

Chapter 7

ss. 7.7.6, 7.9.4, 7.10.1, 7.10.2, 7.10.5, 7.10.6 - amendments required to provide for the correct title of the certifcate issed by the Queensland Health Scientific Services for both blood and saliva analysis as 'Certificate by Analyst'

s. 7.9.2 - amendment required to introduce Heavy and General Vehicle Statistical Data Sheet to record the time and result of the saliva test

ss. 7.12, 7.13, Appendix 7.2 - amendments required as references to Police Assistance Centre (PAC) have been replaced with Policelink

s. 7.14.2 - amendment required to provide that the OIC, Roadside Drug Testing Unit is responsible for training operators of the saliva analysing instruments

s. 7.14.3 - amendment required to provide that the OIC, Roadside Drug Testing Unit is responsible for the re-assessment of operators of the saliva analysing instrument

s. 7.16.1 - deleted

s. 7.18 - amendment required to provide that the OIC, Roadside Drug Testing Unit is responsible for making the necessary arrangements for the routine servicing, repair or memory downloading of Service saliva analysing instruments

Chapter 9

s. 9.1 - amendment required to policy and procedure to remove reference to the 'QPS computer system' and to also provide a generic reference to the requirements for exception reports

Chapter 10

s. 10.7 - amendment required to provide a link to the relevant Queensland Transport and Main Roads Performance Guidelines for consideration when issuing a permit.  Also, additional matters for consideration when issuing a permit have been inserted into s. 10.7, namely (i) possession of any required Letter of No Objection; (ii) returning removed traffic signs; and (iii) reporting damage to escorting police

s. 10.7.1 - deleted

ss. 10.11.1, 10.11.2 - incorporation of Commissioner's Circular 21/2010

Chapter 12

s. 12.5.4 - amendment required to refer to over dimension convoy operations

Chapter 14

ss. 14.2, 14.4 - amendments required as a result of changes to the Local Government Act 1993.  This Act was repealed in 2007 and replaced with the Local Government Act 2009

s. 14.12 - amendment required to policy and procedure to remove references to the QPS computer index 'XROADS' which is being replaced with the Department of Transport and Main Roads '131940 Traffic and Traveller Information' website

s. 14.3 - incorporation of Commissioner's Circular 15/2007
