Strategic priorities, challenges and opportunities

Strategic priorities for 2008-09

Highlights of the Service’s achievements against 2008-09 key strategic priorities are discussed throughout this report and summarised in Appendix 2.

Challenges and opportunities

The priorities provide a focus for managing the challenges and risks impacting on our workforce and service delivery, which include the:

  • changing demography of Queensland, such as the growth and decline of mining communities and the ageing population
  • positive effect of the economic crisis on workforce supply, as well as the negative effect on resource availability and crime rates
  • ongoing risk of natural disasters and human and animal contagions
  • need for flexible and innovative service delivery using a variety of channels and models
  • opportunities presented by technology to facilitate information sharing, evidence and intelligence gathering
  • growth in technology facilitated crime like internet paedophilia, identity theft and e-fraud
  • availability and use of amphetamine type stimulants
  • criminal activities of youth gangs and outlaw motor cycle gangs
  • over-representation of vulnerable people in the criminal justice system, including Aboriginal and Torres Strait Islander people, people with mental illness and homeless people.

Strategic priorities for 2009-10

In light of these challenges and opportunities, the QPS has developed strategic priorities that highlight areas where new emphasis, funding, or attention to outcomes will be focussed in the 2009-10 financial year.

Key strategic priorities for the Service in 2009-10 include:

Police service delivery

  • Road safety
  • Major and organised crime
  • Domestic and family violence
  • The interaction between police and children and youth
  • The interaction between police and vulnerable people, particularly Indigenous people, homeless people, and those with a mental illness or intellectual disability
  • Alcohol and drug misuse and the impact on public safety
  • Social order issues, including public space enjoyment
  • Disaster management—all phases, from planning to recovery

Service delivery support

  • Professional and ethical conduct
  • Corporate governance, particularly in relation to assets and major projects, including impacts of environmentally friendly policy and practices
  • Strategic and operational planning
  • Access to and sharing of information and intelligence through information and communications technology
  • Maximising the benefits of QPRIME
  • Client-focused services and efficient business practices
  • Workplace health and safety
  • Strategic workforce planning and modelling
  • Streamlined selection practices
  • Aboriginal and Torres Strait Islander recruitment, including through the Justice Entry Program
  • Infrastructure, particularly in Indigenous communities
