Emergency Management and Coordination Command Booth Information

The Queensland Disaster Management Committee (QDMC) approved the Queensland Police Service’s three-phased approach to reviewing and renewing the State Disaster Management Plan (SDMP) and the Prevention, Preparedness, Response, and Recovery Disaster Management Guideline (DM Guideline) on 8 July 2024. 

The Review and Renewal Program is being completed under the stewardship of the State Disaster Coordinator and is designed to ensure key disaster management doctrine aligns to relevant legislation, remains contemporary, and provides the required guidance and clarity. 

Phase one of the program is complete and resulted in the development of an addendum to the SDMP. 

Phase two of the program is comprised of two components an Interim State Disaster Management Plan 2024-25 (SDMP) and the SDMP Amendment Schedule and an Interim DM Guideline.

The Interim SDMP 2024-25 and SDMP Amendment Schedule was approved on 24 September 2024. These documents are now available on the Disaster Management Website at https://www.disaster.qld.gov.au/plans.  Please be aware these documents supersede all previous versions of the SDMP. 

The Interim SDMP 2024-25 has been updated to:

1. ensure accuracy for the 2024-25 higher risk weather season;
2. reflect Administrative Arrangements Order (No.2) 2023;
3. reflect the Emergency Services Reform Amendment Act 2024 (Qld);
4. reflect the Disaster Management and Other Legislation Amendment Act 2024 (Qld); and
5. reflect current roles and responsibilities of State Disaster Coordination Group member agencies.

The interim update to the DM Guideline is scheduled for completion imminently. 

Phase three of the program, informed by extensive stakeholder engagement and research, involves a comprehensive review and renewal of the SDMP and DM Guideline and is planned for publication by October 2025. Stakeholders include Local Disaster Management Group (LDMG) membership, District Disaster Management Group (DDMG) membership, State Disaster Coordination Group (SDCG) and other state group membership, as well as inter-jurisdictional partners. 

We would like to thank all those who have participated in the Review and Renewal SDMP and DM Guideline stakeholder engagement workshops to date. For those who have not yet had the opportunity to participate, I strongly encourage you to attend an upcoming session, either this year or in 2025.    

Next year’s consultation is anticipated to be scheduled between May and July. Consultation will focus on our findings from this round of consultation, and the proposed draft approaches to the review and renewal of the SDMP and DM Guideline, ahead of their release by October 2025. 

The Doctrine and Guidelines team will be working with DDMG Executive Officers and Emergency Management Coordinators to schedule next year’s consultation.

The QPS PIWU acts as surge capacity to support issuing agencies in the creation of warnings for EMCs and the SDCC Watch Desk.

The QPS PIWU works during business-as-usual (BAU) to complete continuous improvement activities for community warnings. This is undertaken by developing future working models through collaboration with the sector, review and renewal of the warnings policy and doctrine including the Prevention, Preparedness, Response and Recovery Disaster Management Guidelines and Warnings Manual. 

To further the improvement of warnings, Information and Communication Technology (ICT) template storage and website solutions will be considered alongside advocating for warnings at the National and state committees and conferences. Additionally, a lessons management framework will be used to facilitate continuous improvement of process and policy.  

Working closely with our statewide partners (local, district and state - including Whole of Government) our team is supporting and assisting with locally led exercising across the phases of prevention, preparedness, response and recovery.

Our aim is to reduce duplication by providing professional support with regards to the following-

• Disaster Management (DM) capability and exercise development to enhance community safety, preparedness and resilience
• facilitating a collaborative learning environment
• innovating and exploring new approaches and/or technologies which may assist in simplifying DM.

EMT provides a holistic approach to disaster management capability enhancement through management of the Queensland Disaster Management Training Framework (QDMTF) in accordance with the Disaster Management Act 2003.

Emergency Management Training delivers, and continuously improves, quality disaster management training curriculum, resources, standards, validation, governance and reporting for Queensland disaster management stakeholders.

The QDMTF and supporting curriculum is designed with an understanding of stakeholder priorities, needs and expectations, providing a learning pathway of consistent, quality training.  The training builds disaster management capability and capacity in skills, knowledge and development areas relevant to the Queensland context, ultimately supporting stakeholders in the effective performance of their role. 

The main principle of the QDMTF is to provide a standard foundation level of knowledge and understanding for disaster management stakeholders, applied consistently across all agencies to support interoperability.  The QDMTF is one of the few capability development frameworks that exists within the disaster management sector in Australia, and internationally.

The Emergency Management Training team works closely with Emergency Management Coordinators to provide consistent and contemporary high-quality training to support and enhance capability of our local, district and State disaster management stakeholders.
