In December 2022, the Queensland Government announced a $10 million investment into an Engine Immobiliser Subsidy Trial to supply up to 20,000 engine immobilisers for residents in Mt Isa, Cairns and Townsville.
The initiative is proposed to conclude 30 June 2024, unless extended.

Why we're doing it
The aim is to reduce crimes associated with car theft and increase security and safety among Queensland communities, including enhancing community confidence.
How it works
Residents in the trial locations (Cairns, Townsville and Mt Isa) will be able to apply online for a $500 voucher towards the supply and installation of an engine immobiliser. The customers will present the voucher to a service provider who has been registered and approved as part of this trial.
This qualified installer will install an approved immobiliser device selected by the customer as appropriate to their vehicle. The customer will use their voucher towards the cost and the installer will redeem that voucher after the installation, using the same online platform they used to register as a service provider for this Trial. Service providers will be required to upload evidence of installation.
Who is eligible for vouchers
To be eligible for a voucher, applicants must meet the following criteria:
- Principal place of residence for the eligible vehicle is within the trial zone (postcode restrictions apply)
- Cairns: Trial zone postcodes: 4865, 4868, 4869, 4870, 4878, 4879
- Mt Isa: Trial zone postcodes: 4825
- Townsville: Trial zone postcodes: 4810, 4811, 4812, 4814, 4815, 4817, 4818
- Applicants must be the registered operator of an eligible vehicle registered in Queensland, with DTMR classifications of:
- vehicle types – PCAR & LCOM
- registration status – current
- purpose of use – private, commercial, farming
Manual allocation of vouchers
In certain circumstances, members of the public who request a voucher directly from the QPS may be allocated a voucher manually by approved QPS officers known as referral agents. Eligibility and procedural requirements will apply. Circumstances may include:
- Eligible residents that are not able to apply for the voucher online due to lack of access to suitable technology
- Eligible residents that are not able to apply for the voucher online due to suppressed data on DTMR systems.
- Selected victims of crime
- Other extenuating circumstances as deemed appropriate by QPS program leads.
Installer eligibility
Note: Eligibility for a voucher is restricted to residents of Cairns, Townsville, and Mt Isa within specified postcodes, but service providers can be located anywhere in Queensland.
To be eligible to be an approved installer, organisations must meet the following criteria:
- have a valid and current Australian Business Number (ABN)
- have staff who have qualifications to approve or conduct an installation in either/or-
- a Mechanical certification III
- Auto Electrics Certification III
- ZEV qualifications
- operate from a registered address in Queensland.
ZEV qualifications include:
- Certificate III in Automotive Electric Vehicle Technology
- Vehicle manufacturer authorised repair for EV or hybrid
- AURETH011 – Depower and reinitialise hybrid electric vehicle
- AURETH101 – Depower and reinitialise battery electric vehicles
- AURSS00064 – Battery Electric Vehicle Inspection and Servicing Skill Set
- AURSS00037 Hybrid Electric Vehicle Inspection and Servicing Skill Set (accredited)
- 7.SSAUR0005 Hybrid and Electric Vehicle Skill Set.
Devices
Included devices must:
- Be pin-pad or vehicle-mounted sequence immobilisers, i.e.
- self-arming
- be disarmed exclusively via input into a PIN pad or input of a button sequence
- cannot be disarmed through use of a fob, key, or other physical device
- immobilise the vehicle by interrupting at least one circuit of the electric systems (such as the fuel pump or start motor)
- consist of black wiring only, and
- not allow for the vehicle to be immobilised remotely while in motion
- Be available for purchase either in-store on online for residents in the trial locations
- Be able to be fitted to eligible vehicles
- Be subject to current Australian warranty requirements
- Meet any other public safety considerations.
