Designated Business and Community Precincts (DBCPs)

Designated Business and Community Precincts (DBCPs) are specific areas established by the Queensland Government to enhance public safety, reduce anti-social behaviour and prevent disruption of business, particularly in central business districts. 

What are the police powers in a DBCP?

To maintain public order and community safety, the Designated Business and Community Precinct framework provides police with enhanced powers including:

Weapons detection:

  • Police can use hand-held scanners to scan any person or their belongings, without a warrant or reasonable suspicion, to detect and deter the possession of weapons. 

Move-on directions:

  • Police can direct individuals or groups, including children, to leave the Designated Business and Community Precinct for up to a 24-hour period.

Police Banning Notices:

  • Police can ban individuals, including children, who are engaging in disorderly, offensive, threatening or violent behaviour from entering or remaining in the Designated Business and Community Precinct for up to one month.
  • Individuals who breach a move-on direction can be banned from the Designated Business and Community Precinct for up to one month. 
  • Individuals who have received a move-on direction and exhibit repeated anti-social behaviour within 7 days can be banned from the Designated Business and Community Precinct for up to one month.

What is anti-social behaviour?

  • Anti-social behaviour includes disorderly, offensive, threatening or violent behaviour.

Do these powers apply to children?

  • Police are authorised to issue a Police Banning Notice or move-on direction within a Designated Business and Community Precinct to a child, where appropriate in the circumstances.
