Security, Counter-Terrorism and Forensic Services Command

Our purpose: 

To keep the people, places, and communities of Queensland safe through excellence in security, counter-terrorism and specialist forensic policing services.

We will do this by:

  • Further strengthening protection against terrorism at crowded places, major and high-risk events and significant security operations through the development and implementation of sustainable and effective security processes
  • Partnering with other Government departments and private industry to strengthen counter-terrorism arrangements and increase community resilience
  • Developing and delivering countering violent extremism programs to stop people from becoming terrorists
  • Identifying and managing persons of interest and fixated individuals who pose a risk to the community
  • Developing strong and collaborative partnerships with the community to support community cohesion
  • Investigating, preventing, detecting, and responding to terrorism and security threats through contemporary investigative and intelligence collection methodologies
  • Enhancing the organisation's frontline counter-terrorism capability through training and development programs
  • Mitigating the impact of a terrorist incident by enhancing and developing capabilities to support frontline operations through integrated national and state exercise and evaluation programs
  • Supporting and contributing to national counter-terrorism policy and leading the development, maintenance, and implementation of the QPS and Whole-of-Government security and counter-terrorism policies, strategies, and initiatives
  • Provide timely high quality and efficient forensic services in collaboration with community, government, and non-government partners, to make Queensland safer
  • Equipping our workforce to meet current and future needs by investing in our people and fostering healthy, safe, and inclusive workplaces. 

The Command is made of four groups, to best support Queensland’s current and future security, counter-terrorism and forensic service needs. The command structure supports National and State counter-terrorism and Forensic Service strategies, incorporating reporting frameworks and benchmark forensic standards and practices. The Command consists of:

  • Counter-Terrorism Investigation Group
  • Forensic Services Group
  • Prepare, Prevent, Protect Group
  • Protective Services Group

Counter-Terrorism Investigation Group

Our purpose:

The Counter-Terrorism Investigation Group purpose is to prevent, disrupt, respond and investigate terrorism, politically motivated violence and security threats through collaborative partnerships underpinned by intelligence driven methodologies.

We will do this by:

  • Investing in capability development of our people in a workplace underpinned by professionalism, inclusiveness, health and wellbeing
  • Operational intelligence, applying proactive investigative tradecraft and coordinating resources for supporting strategies to make the community safe
  • (ADD) Fostering partnerships with national, Commonwealth and international law enforcement
  • Maintaining effective relationships with key stake holders within communities, government and non-government agencies, and
  • Strategically positioning the Group to the changing threat environment whilst embracing contemporary practice to achieve our purpose. 

Forensic Services Group

Our purpose:

To provide timely, high quality, and efficient forensic services in collaboration with community, government, and non-government partners to make Queensland safer.

We do this by:

  • Delivering highly specialised forensic services to support the investigative functions of the Queensland Police Service.
  • Providing a diverse range of field and laboratory based, rapid, quality assured forensic services to assist frontline police in investigating, solving, and preventing crime.
  • Actively participating in national and international forums and committees to benchmark forensic standards and practices.
  • Developing specialist forensic capabilities through collaboration and innovation.
  • Strengthening stakeholder engagement and enhancing service delivery to the Queensland community. 

Prepare, Prevent, Protect Group

Our purpose:

The purpose of the group is to prepare for, prevent, disrupt and protect from security threats and terrorism to help make Queensland the safest State.

We will do this by:

  • Creating a work environment that’s underpinned by professionalism, inclusiveness, health and wellbeing  
  • Preparing the organisation by building capability and shaping counter-terrorism strategy
  • In partnership with the community, government and business, strengthen security and counter-terrorism arrangements and increase community resilience, and
  • Through collaboration, innovation and best practice deliver high quality and responsive policing services across Queensland.
  • (ADD) Protecting the integrity, professionalism, and public confidence of the Queensland Police Service through comprehensive screening and vetting processes for prospective members. 

Protective Services Group

Our purpose:

Current: To prevent, disrupt, respond and investigate current and future security threats at State Government Buildings in collaboration with our partner agencies.

We will do this by:

  • Developing strong collaborative partnerships with government agencies and private industry to strengthen frontline service delivery underpinned by professionalism, inclusiveness, health and safety
  • Continuing to invest in our people through training and development and equipping our workforce to meet current and future challenges to keep the community safe
  • Collaborating with key stakeholders to identify and undertake business optimization strategies to ensure high-quality, cost-effective service delivery across Queensland, and
  • Protecting the legitimacy of frontline security services through fair and ethical service delivery and embedding a robust risk management and governance framework to withstand scrutiny. 

Requested change: To prevent, disrupt and respond to security incidents and threats at State government facilities to keep Queensland safe.

We will do this by:

  • Delivering fair, impartial, and professional protective security services
  • Demonstrating respect, integrity, and accountability in all that we do
  • Developing a skilled, capable, and sustainable workforce
  • Working collaboratively with government agencies, stakeholders, and partner organisations
  • Continuously improving our services through innovation, performance measurement, and good governance
  • Responding effectively and efficiently to requests for service across Queensland
